International community lays immense stress on the importance of liberty in the world. It supports not only individual liberty but also collective liberty. But, we need to know what liberty actually means.

Liberty of individual and sovereignty of state are two poles of political science. Organisation of Sovereignty without destroying liberty shapes the critical relationship between individual and state.

Derived from Latin word 'Liber', liberty means a condition of being unrestrained. In absolute sense, liberty is the faculty of willing and the power of doing what has been willed, without influence from anyone. But, absolute liberty is not a characteristic of modern democratic state. It needs to be conditioned because unchecked liberty if one individual can destroy that if others.


Thus, liberty has two bases of definition: desire to be free and security to the freedom from others. In negative meaning, liberty is freedom to pursue one's will without infringing others' equal independence. In positive meaning, liberty is both: absence of restraint and presence of opportunity. Rich man ordinarily understands it in negative sense while the poor takes it as positive.
